Sustainable Energy Action Plan (SEAP) for Croatian cities

European urban areas are responsible for about 80% of total energy consumption and CO2 emissions with annual increase of 1.9%. On 29th of January 2008 European Commission launched a major initiative named Covenant of Mayors, directly focused on active involvement of city governments to fight against global warming. By adopting the Covenant of Mayors local governments commit to submit their Sustainable Energy Action Plans (SEAP-s) within the year following adhesion. SEAP is a key document that shows how the local government plans to reach its CO2 reduction target by 2020, containing guidelines for the implementation of projects and energy efficiency/renewable energy measures based on the current energy situation.

 

Project goals:

  • Reduction of CO2 emissions in all sectors by implementing energy efficiency and renewable energy measures, demand management, education and other measures;
  • Further promotion of security and diversification of energy supply;
  • Reduction of energy consumption in building, transportation and public lighting sectors;
  • Increasing the share of energy produced from renewable sources;
  • Enabling the transformation of urban areas into environmentally sustainable areas.

 

Activities within the project:

  • Defining the methodology for collecting and processing data required in accordance with the European Commission Guidelines;
  • Collecting data on characteristics for three sectors - building sector, traffic sector and public lighting sector;
  • Collecting data on all types of energy consumption in building, transportation and public lighting sector;
  • Analysis of collected data;
  • Defining measures to improve energy efficiency, to increase use of renewable energy sources and reduce CO2 emissions in the city area;
  • Developing implementation plans for identified measures;
  • Coordination with the administration bodies.

 

Sustainable Energy Action Plans are developed for following cities:

  • Sustainable Energy Action Plan for the City of Ivanic-Grad

Ivanic-Grad City Council joined the Covenant of Mayors initiative on 26th of February 2009. Sustainable Energy Action Plan for the City of Ivanic-Grad was developed in April 2010 and adopted by the City Council in May 2010.

  • Sustainable Energy Action Plan for the City of Rijeka

City Administration joined the Covenant of Mayors initiative on 25th of November 2008. Sustainable Energy Action Plan for the City of Rijeka was drafted in May 2010 and accepted by the City Council.

  • Sustainable Energy Action Plan for the City of Klanjec

City of Klanjec joined the Covenant of Mayors initiative on 24th of September 2009 and Sustainable Energy Action Plan was developed in July 2010.

  • Sustainable Energy Action Plan for the City of Zapresic

On the 16th of March 2010 Zapresic City Council joined the Covenant of Mayors. Sustainable Energy Action Plan for the City of Zapresic is currently under development.

  • Sustainable Energy Action Plan for the City of Samobor

Sustainable Energy Action Plan for the City of Samobor is currently being developed.
